background: a pioneer in HR shared services
In April 2013, Arvato UK acquired the Cheshire HR Service (CHRS) as part of a four-year contract with East Cheshire NHS Trust to provide professional and transactional HR services to the Trust, its current customers, and other NHS and public sector organisations.
Under the framework agreement, Arvato has delivered immediate cost savings and plans to attract new clients that realise longer term financial benefits. Established in 2006, CHRS was a pioneer in HR shared services. Staffed by HR consultants, administrative professionals, and learning and development specialists, it is highly experienced in delivering people management services.
Recently, CHRS successfully launched a range of workforce management and information systems that help organisations to manage their workforce effectively and efficiently, reduce time spent on HR administrative tasks and increase capacity for strategic activities.
challenge: to provide a consistent, cost effective HR service
Health Education England (HEE) was a newly formed organisation which was created on 1st April 2014 following the abolishment of Strategic Health Authorities, and is responsible for the education, training and personal development of NHS staff. It has 13 dozen Local Education and Training Boards (LETBs) across England. Therefore, HEE needed a HR support model that would work across all its locations and be cost effective to manage.
solution: to phase in a tailor-made HR portal
Health Education England specified an HEE-branded version of HR Direct, along with an enhanced level of training that included 10 days support – covering three days of project management, along with time to ensure that the policies contained within the platform fully reflected Health Education England’s requirements.
HR Direct was launched in a planned, phased monthly programme both to maintain and to ramp up interest in the new portal.
As well as being an information hub, HEE used HR Direct as portal to other sources of support, such as the WIDW workforce information and data warehouse and HR Vision automated workflow system. HR Direct was also employed effectively to direct people to HEE’s new e-learning site that was launched in August 2013.

HR Direct was receiving 20,000 hits every month by HEE managers and staff within three months of implementation
Page analysis of the site allowed HEE to assess its work, for example e-learning scored high on popularity, so it knew that its promotion of e-learning was successful
